HRMS: What Government Departments Get Wrong

Government HRMS implementations have a reputation for difficulty. Projects that run over time, over budget, or simply do not get used after go-live. Having been involved in several government HR system projects โ€” as the primary vendor, as a rescue team brought in after another vendor's project collapsed, and as advisors โ€” we have seen the patterns clearly enough to describe them.

The Scope Problem

Government HRMS projects typically start with an ambition to solve everything: payroll, leave, recruitment, performance appraisal, training, disciplinary proceedings, pension management, and reporting to multiple oversight bodies. The resulting scope is enormous, the requirements document is hundreds of pages, and by the time a vendor is selected and a contract signed, six months have passed and nobody has written a line of code.

Successful government HRMS projects start small. Payroll and attendance first โ€” because these affect every employee and create immediate, visible value. Leave management next. Everything else in a second phase, once the organisation has experienced what it means to run on the new system.

The Biometric Integration Problem

The result is a system that runs in parallel with the biometric devices for months, with someone manually reconciling the two, or a system that simply ignores the biometric data entirely.

Biometric integration must be a first-class requirement from day one. The attendance device is the source of truth for time data. The HRMS must consume that data automatically, reconcile it against schedules, flag exceptions for approval, and feed the result directly to payroll calculations. If this integration is working properly, the main operational burden of running payroll โ€” manually reviewing and entering attendance โ€” is eliminated entirely.

The Compliance Problem

Payroll has specific statutory requirements: EOBI contributions, provincial social security contributions (which differ by province โ€” PESSI in Punjab, SESSI in Sindh, ESSI in KPK), income tax deduction under FBR rates, provident fund management, and various allowances that are specific to government pay scales. International HRMS platforms handle none of these correctly out of the box. Custom-built systems must have all of these built in from the start โ€” not added later when the finance team discovers that the output does not match what they need to submit to the relevant authorities.

The Adoption Problem

Even well-built HRMS systems fail when employees and managers do not use the self-service features. Leave applications still get submitted on paper. Managers still call HR to check someone's balance. The system runs alongside the old processes rather than replacing them.

This is a change management problem, not a technology problem. Successful implementations invest in training โ€” not one orientation session, but ongoing support during the first three months of live operation, with a helpdesk response and a champion in each department who can answer colleagues' questions.

What the Successful Projects Do Differently

  • Narrow scope in phase one โ€” payroll and attendance, fully working, before anything else

  • Statutory compliance built in from the start, verified by the finance team before go-live
  • Real training for real users โ€” not one PowerPoint session but ongoing support
  • A single senior vendor contact who is accountable for delivery, not a sales team that hands off to a junior implementation team after contract signature
